Can I put a bike rack on a 3500 with this hitch?

Yes. The 2-1/2 inch receiver takes any 2-1/2 inch rack, and a loaded rack counts against the hitch's tongue weight (2,700 lb on CURT 15800), so a four-bike platform rack with bikes on it is well inside the limit.

Can I install the hitch myself?

How much can a 3500 tow with a CURT hitch?
