If the ball-mount pin holes will not line up, do not hammer the pin through. Check shank size, tube debris, and whether the mount is fully seated. Forcing a pin bends hardware and ovalizes holes.

Seat the shank first
Clear mud and salt from the tube. Slide the mount in until the shoulder stops. Rotate slightly while supporting the ball end so the holes overlap fully. Only then insert the pin by hand.
When it still will not line up
Confirm you are not mixing a one-and-one-quarter shank with a two-inch tube without the correct adapter. Inspect pin holes for elongation from past hammering. Replace damaged mounts and pins instead of drifting them larger.
