Receiver plugs and covers keep debris out of an empty hitch tube. Soft plugs are quick. Hard covers dress the bumper. Neither replaces a hitch lock when an insert is installed.

Plug versus cover
Rubber plugs push into the tube and shed water. Stamped or plastic covers clip or strap over the opening and look cleaner on show trucks. Match the cover to one and one quarter or two inch openings.
When you still need a lock
If a ball mount, rack, or carrier sits in the tube, use a pin or hitch lock. A cover alone will not secure an insert. In winter, pull the cover occasionally and clear packed salt from the tube.
